I have never used this technique. It was like paint by number in PhotoShop. I was just trying to make it as nice as Courtney's Dev of Shinn and Voodoo. I think I almost got it.

Ummm. I'm trying to remember. I think I made a layer with monochromatic noise in PhotoShop. I brought the contrast way up and did a motion blur straight up and down. I made feathered selections to delete out in patches. I made the whole layer very transparent and I think I brought the lightness way down. I used a white airbrush very lightly on the edges of the horses to show the raindrops spattering. Then I just made selections and lightened them to show the rivulets of water and droplets. I think that's mostly how I did it. It's based on a similar artwork by hellcorpceo.
